UNAUTHORISED MEDICINE INFILTRATION CAUSING GST EVASION
Chemists & Druggists Association of Assam (CDAA), the only affiliated body to All India Organisation Chemists & Druggists (AIOCD), an association of more than twenty thousand members in Assam is constantly alarming the state Government and concerned Govt. Agencies for distribution of medicines and life saving drugs by some unauthorized channels in Assam .
Guwahati is the gateway of distribution channel of medicines having manufacturers’ . depot , C & F Agents and Super distributors, who cater to the authorized channel stockists in different districts of Assam severing to the Chemists / pharmacies in different areas of Assam, who it turn dispense medicine to the ailing patients . This entire medicine trade community has been facing an “existence threat” .
It is alarming that some drug licence holders not being the authorized stockists are infiltrating or importing medicines and life saving drugs from unreliable sources outside Assam by evading GST and causing threat to authorized distribution channel of medicines as well as public health in Assam inspite of existence of manufactures’ depot in Guwahati .The annual turnover of pharma industry in India is Rs. 1.9 lakh crore approximately . It becomes difficult for the manufacturers /authority to have a track and trace of the batches of medicines . A strong action against such dealers is necessary to bring discipline in the region.
With a lot of regulations and compliance coming in respect of Schedule X,H and H1 to the retailers under the Drugs & Cosmetic Act,1940 Rules 1945 .

It is worthmentioning that such situation will lead to loss of control of Govt. Agency and authorized trade will be collapsed just as Govt. agencies lose control on some uncontrolled and unorganized sectors like distribution of food grains and vegetables etc.
Such situation in medicine trade will attract spurious drugs, sub standard drugs and habit forming drugs threatening the health of the society as well as the youth in Asaam . The assured quality of the medicines cannot be monitored for unauthorized and unorganized channel including maintenance of cold chain system , efficacy and medicine safety standards for medicines like injections, vaccines , insulin etc. which require such temperature for storage as well as transportation . Some of the unreliable wholesalers are going unnoticed circulating some habit forming drugs ,as well as spurious drugs.
Such situation has also threatened the employment of more than 2 lakhs people employed in pharmaceutical trade including sales promotion employees followed by maintaining livelihood of family members to the tune of more than 10 lakhs in Assam .
We demand immediate action of Govt. to control such unreliable /unauthorized sources in public interest including direct home delivery of medicines by such sources of doubtful category.
